ABSTRACT
What do we mean by ‘the public’? The term is used all the time, in newspapers and everyday talk, in academic analyses and in policy exhortations, yet it is often not explicitly defined or differentiated. Yet what we mean by ‘the public’, in phrases like ‘public space’ and ‘public participation’, directly affects many democratic processes and the framing and success of political struggles over policy and social change.
