ABSTRACT
Second, the new vision introduced by S3, the model for selecting the priorities, is described, which consist in new ways of decoding the territorial structure: moving away from a vertical approach, with a perspective on traditional sectors, towards a new horizontal logic based on “systems of competence” (so-called Specialization Areas, or SAs).
