ABSTRACT

One of the critical challenges is how to steer and develop its future economy so as to base it upon the strategy of the knowledge industry, or in short, the K-Economy. The document of the 10th Malaysia Plan reports that investment in human capital would be given greater emphasis during the Plan period (2011–2015). This policy thrust was designed to sustain economic resilience and growth, drive the knowledge-based economy as well as foster a community with an exemplary value system. Education has been acknowledged as the principal vehicle to develop the qualities of resilience and resourcefulness of the human capital potentials. To ensure a successful implementation of the Plan, since 2010 several new strategies and action plans have been identified for all levels of the structure of the education system. So that all Malaysian citizens of school-going age have the opportunity to attend schooling up to eleven years on the basis of the principles of access, equity and quality.
