ABSTRACT

The 'development zone' model which has promoted the ubiquitous development of industrial parks has become a major feature of urban development in China. This has been widely discussed in the literature in relation to issues of agricultural land loss, land use regime, industrial development, and eco-city urbanization. Industrial park development, in particular, seems to be closely associated with planning activities driven by the public sector. The research findings can be summarised as relating to three dimensions of a smart city strategy: developing smart city strategies which mirror changing physical and economic environments; recognising the need of local communities to be involved in the development of smart cities; and delivering integrated smart city services. These three dimensions provide the basis for an empirical framework developed in this chapter and applied to projects which integrate ICT and smart city planning practice in industrial park transformation in China.
