ABSTRACT

This chapter looks at the general system characteristics of the Singaporean welfare state system, from a normative, evaluative perspective. After analyzing the general, rather special traits of the Singaporean welfare state system, the author goes on to depict the historical development of social security provision in Singapore from different angles. Finally, a concise comparison of system performance of the Central Provident Fund, and with it that of the overall Singaporean welfare state system, is given by way of international comparison of major outcome indicators for welfare state systems.
