ABSTRACT

This final chapter discusses what is needed to realize the four agendas within each urban centre, and collectively for the planet. These are not conclusions directly related to the case study cities. What we can learn from the experience of these cities was the focus of Chapter 12. This chapter could be read as a discussion of what more might still be done – approaches that would help Rosario and Manizales develop a mitigation strategy that does not detract from their attention to the other three agendas; that would support Durban's leadership on biodiversity and poverty reduction within a lower-carbon economy; or encourage New York to go beyond what it has already achieved, especially in mitigation; or help London return to being a global leader on the integration of adaptation, mitigation and development. These approaches could also galvanize Bangalore to address the local, regional and global implications of its growth-oriented development path, and Dar es Salaam its massive deficit in basic infrastructure; they would direct more attention to those most at risk and most vulnerable in Bangkok and Mexico City, and encourage both to act on their emerging adaptation policies.
