ABSTRACT
The slogan of a ‘Europe of peoples’, where it is not just used to mean one of nation states, directs attention to the theme of this chapter: the everyday reality of Europe for European citizens and residents. As in previous chapters, we need first to ask what has been happening in Europe as a whole before looking more closely at the dynamics introduced, or reacted to, by the EU.
