ABSTRACT

The 1992 United Nations Economic Commission for Europe Convention on the Protection and Use of Transboundary Watercourses and International Lakes is a universal legal framework for protecting and ensuring the quantity, quality and sustainable use of shared water resources by facilitating transboundary cooperation. The advisory procedure is the innovative feature of the Water Convention's Implementation Committee compared to implementation and compliance mechanisms established under other multilateral environmental agreements. Assistance in establishing transboundary water cooperation agreements and arrangements for strengthening cooperation and sustainable management of transboundary waters. The Committee also decided to further promote its mandate and main functional duties as well as continue raising awareness on the principles of international water law and provisions of the United Nations Economic Commission for Europe Water Convention. The Meeting of the Parties is to consider whether the candidates have sufficient experience and recognized expertise in the fields related to the Convention, including, but not limited to, water management.
