ABSTRACT

This chapter interrogates the land acquisition, government approval and forced eviction processes at the heart of a major public–private megaproject in the heart of Papua New Guinea’s capital, Port Moresby. In particular, it examines how a developer coalition fused and leveraged its ties, assets, resources and expertise, to ‘free’ one of the most lucrative land portions in the South Pacific, from a range of encumbrances that protected this unique monopoly from market speculation. Close scrutiny is paid to the illegitimate practices the coalition employed, and the social struggle this provoked.
