ABSTRACT

In this chapter we investigate the moral sense of seeing and foreseeing, analyzing and considering policies and their plausible consequences. This entails the ability and the need for public servants to foresee the implications and consequences of public policies on the diverse layers of the population. Being the representatives of the public interest, public servants must “know their audience” and think strategically and flexibly when implementing policies of any sort and, if needed, bring the public’s concerns to the attention of decision-makers.
