ABSTRACT

This chapter explains social and human development as a development goal. It categorizes the relationship between one of the alternatives – social development – and its relationship to Information and Communication Technology (ICTs). The chapter summarizes evidence on the relationship between ICTs and social development. It outlines the capabilities framework and summarizes the implications of the relation between ICTs and capabilities. The chapter presents one of the alternatives – social development – and its relationship to ICTs. One of the difficulties for Information and Communication Technology for Development (ICT4D) projects seeking to address social development is that the ICTs involved can be used for purposes other than those intended. Improving educational processes and reorganizing educational systems may bring greater benefits, but it is more difficult to achieve: attempts to simultaneously change both technology and pedagogy often run into problems and are frequently constrained by institutional and structural barriers to change.
