ABSTRACT

The Association Agreements (AAs) signed in 2014 represent a radically new development in the relations between the European Union (EU) and Georgia, Moldova and Ukraine. The main legal framework for dealing with the EU until the AAs took effect were the Partnership and Cooperation Agreements (PCAs). The PCAs aimed at political dialogue and economic cooperation, yet were radically less ambitious than the AAs. The AAs introduce a common institutional framework representing a significant upgrade of the system of the PCAs. The decision-making bodies under this framework are the Association Council, the Association Committee and its sub-committees. The Association Council is a forum for exchange of information on legislative acts under preparation and in force in both parties, including any implementation, enforcement and compliance measures. The Association Committee is the junior decision-making body, intended to assist the Association Council in the performance of its duties, including the preparation of its meetings.
