ABSTRACT

The chapter addresses the implementation of police response against ETA terrorism in a context marked by a consensus firmly established between the hegemonic political parties, increasing social pressure and the commitment of France in the struggle, which altogether contributed to progressively weaken the terrorist organisation. Together, the terrorist attacks of 11 September 2001 in the USA and the high technical efficacy of the Spanish police forces brought about the definitive defeat of a previously marginalised ETA, the organisation having already been practically expelled from the Basque socio-political scene.
