ABSTRACT

This chapter introduces research examining policy as a process; this includes both the examinations of implementation and Interpretive Policy Analysis (IPA) approaches to policy analysis. It highlights how helpful frame analysis has been for the analysis of gender equality as a policy problem in the MAGEEQ project. The chapter argues that MAGEEQ's approach provides a framework to identify the most important dimensions for consideration when examining conceptions of gender inequality in policy, which effectively builds on Feminist Policy Analysis (FPA) and incorporates gender theory. It presents the small body of work, which has already used the analytical concept of gender knowledge. The chapter demonstrates how useful the concept is as a framework to examine the ways that organisations and individuals understand gender and gender inequality and to highlight some of the power dynamics at play in maintaining these understandings.
