On June 14 and 15, 1988, Resources for the Future con­ ducted a workshop called Controlling and Adapting to Greenhouse Warming. The workshop was held at the Na­ tional Academy of Sciences in Washington, D.C., at a time of year when its citizens ruefully prepare for the departure of the normally pleasant spring and the onset of the nor­ mally oppressive summer. The summer of 1988 turned out (perhaps with the help of the greenhouse effect?) to be even hotter than usual, both climatically and politically-but more on that later.
