ABSTRACT
Sugar programs have existed around the world for quite some time. The essence of the programs is that they are protectionist in nature; such policies began with Napoleon. There was a large trade between the Americas and Europe in the late 18th Century, but it was vulnerable to naval blockade. Napoleon established a domestic source through protectionist measures and built 40 sugar beet factories between 1811 and 1815.
