ABSTRACT

A superintendent has to keep an eye to the sky, much like an air traffic controller, with radar scanning to ensure that the right planes are landing at the right times, on the right runways, and at the right airports. The passengers associated with each powerbroker make up the constituencies, or groups, that influence the life of any superintendent. In the best school improvement processes involving constituencies, the hero maker remains in charge of the venue, yet like an air-traffic controller, farming most of the piloting to others. Individual board members are often elected upon the shoulders of the constituencies who feel the most compelled to turn their feelings into action. They are often elevated to office by those who feel most strongly about issues affecting their children or community, and thus, make great informational conduits that superintendents can use to gather information, and then prioritize decision making.
