ABSTRACT

This chapter describes a longitudinal approach to examine how changes in Taiwan’s local contexts have affected the development of the policies and their trajectories. It examines several cases using primary and secondary data such as policy documents, archives, statistical data, and interviews of policy makers, cluster management agents/companies, artists, and academics. The development of policy for creative cluster policy (CCI) clusters in Taiwan is grouped into two policy initiatives. First, cultural and social initiatives which include supporting and promoting art and cultural assets, traditional techniques, tourism and post-industrial spatial preservation for the betterment of society. Second, the economic initiative focused on promoting industries such as digital, information communication and technology and creative industries to facilitate economic revitalization of Taiwan. The development of Taiwanese cultural and creative cluster policy is closely related to the changes in its economic structure and urban development. CCI cluster policy has been formulated by combining the agendas of CCI development and economic/urban development together.
