ABSTRACT

This chapter explores opportunities and limitations in the construction of regional citizenship. It also explores the aspects related to the type of regionalism endorsed by the region; its evolution, changes, conflicts and political tensions regarding its institutional structures, aiming to develop and implement the citizenship agenda. The scale of the new challenges presented for the implementation of an Action Plan of the Statute of Citizenship (SC) also includes and impacts on the institutional framework of Southern Common Market (MERCOSUR). The chapter discusses the roles played by the constellations of actors and agents who work in the fulfilment of the various objectives that are spelt out in MERCOSUR's Statute of Citizenship. The extension of fundamental rights at the MERCOSUR level has various connotations about substantive values for the region, either through practice and/or commitments in areas of action for all the citizens of the regional bloc.
