ABSTRACT

This chapter focuses on how the same set of state-level institutions that had failed in the last four decades or more can give themselves a better chance of success in the few years in the new emigration states like Uttar Pradesh and Bihar. The study recommends the formation of an Indian Migration Management Authority for the purpose, which should be equipped and empowered to ensure orderly emigration from India. The short point is that in the real world there is no silver bullet that can solve the problems of emigration that have been plaguing scholars in India since 1983, or even 1922. The Ministry of Overseas Indian Affairs can take constructive responsibility in getting professional project agencies set up at the level of the states by offering financial and technical assistance on its own or with the support of the International Organization for Migration, the International Labour Organization and others.
