ABSTRACT

CHAPTER OVERVIEW Evaluation provides important feedback to policy-makers and administrators for improvement to public policy and the achievement of desired policy outcomes. Policy evaluators concentrate on the does or does not do elements of public policy. Good policy evaluation is based on purely objective analysis. When the empirical world collides with the normative world, things often become a bit messy. The effective policy evaluator is able to dance through the minefield of politics bearing important messages for policy-makers to consider.
