The Voorhis-Nixon campaign, however, was also remarkable for another of its features-the use of a “hired gun” consultant to run a congressional campaign using a pretested campaign strategy. The strategy developed by Chotiner for that campaign pulled together tactics he had previously developed, tried, and refined in a number of other electoral campaigns. Chotiner advised Nixon to attack Voorhis as a Communist sympathizer. In a time when attacks were often ignored by incumbents, Nixon triumphed. Voorhis, by ignoring the attacks, betrayed his lack of understanding that an attack by a well-funded opponent can be extremely effective.
