Anecdotes like these obviously do not create a positive image either of public employees or public personnel management. Although no personnel management system can be expected to screen out all potential crooks, insubordinates, and incompetents at the selection stage, it is hard to understand why, once those individuals have been identified, they cannot be dismissed. In the minds of many, civil service is synonymous with job security, regardless of job performance. Is it because managers lack the intent and courage to fire? Or, do rules and procedures tie the hands of managers? Is it easier to fire employees in nonprofit organizations?
