ABSTRACT

Maritime security incidents are intentional and involve damage to property and/or injury to individuals for political reasons and may occur on board ships and in ports. However, maritime security, piracy and safety incidents may have the same outcomes – property damage and injuries. In the recovery phase of the security incident, the federal bureau of investigation is a major decision-maker. It requests that the crime scene not be disturbed nor the channel be opened. Port access control measures include alarm systems, perimeter fencing, terminal lighting, closed circuit television systems, port access/egress controls on trucks and rail cars, employee background checks and security patrols. The Act also created the occupational safety and health administration (OSHA) to administer the Act's guidelines. OSHA's Office of Maritime Standards and Guidance is responsible for identifying hazardous situations at ports.
