ABSTRACT
Montreal is more cosmopolitan, with diverse ethnic neighborhoods formed by the Canadian policy of encouraging immigrant groups to settle and preserve their native cultures, while Quebec has remained purely French in character and language. Both cities have excellent uni versities, Montreal four, two Englishspeaking and two French-speaking, while Quebec has two, both French-speaking.
