ABSTRACT

Addressing the Creative Potential of Regulations workshop that Rob Imrie, Emma Street and author organised at the Industries of Architecture conference, Newcastle University, 2014, Harrall explored why and how regulation has come about and the mechanisms through which new regulation is introduced and enacted. Furthermore, Harrall posited to the architects and academics present that, while there are committees of experts scrutinising and making recommendations on proposed new regulations, to the extent that we elect the governments that are responsible for those laws, it is ultimately a democratic process in which people are all involved. With the removal of the Code for Sustainable Homes, for example, it is possible that the building regulations will pick up some of the requirements around areas such as day-lighting aspects of building design that incorporate an element of comfort and quality. Following the workshop, and taking a different tack, author produced an Unapproved Document which builds on the work of the DWELL project.
