ABSTRACT
The innovation capacity of any city government is related to many different structural-political, social and economic-factors (the macro-level), a set of organizational structural dimensions (the meso-level) and the individual perceptions of the people who work within it (the micro-level). In previous chapters, we have examined each of these factors (structures, networks, and leadership) and their relationships to innovation capacity on a one-to-one basis. In this chapter, we provide a summary overview of our findings, and then return to the model presented in Chapter 1. We analyse the links between each of structures, networks, and leadership. And we link these to innovation and make some claims about which factors seem to have the biggest impact on innovation capacity in city governments.
