ABSTRACT

The chamber is impressive, dripping with tradition and widely recognized by the American public. The setting seems like a Hollywood set and the spectacle a well-choreographed ceremony. The amphitheater seating focused on a raised dais directs one’s attention to the speaker. Virtually the entire top echelon of government 1 arrives early and almost universally shows the president deference. The size of the television audience rivals some of the most popular sports and entertainment events. The president arrives to hearty applause and is ushered through the crowd like a conquering hero. Even members of the opposing party in Congress generally honor the offi ce if not the man, recognizing he is “our” president also. The media play their role, anticipating the upcoming message, commenting on congressional reaction, and offering a member of the opposing party – usually a member of Congress – time for live rebuttal.
