ABSTRACT
The starting point for this paper was the connection between the mounting shift from production to innovation capability in China and India (Altenburg et al., 2008; Ely and Scoones, 2009) and the debate over the global transfer of green technology (Ockwell et al., 2008; Schneider et al., 2008; IPCC, 2007). It is sometimes argued that the rise of China and India in green technology is overstated (Watson 2011). We agree that there is a gap to the frontier and that the catch-up process is uneven among sectors and countries. However, the gap is now relatively small and decreasing. As China and India transcend from users to producers and innovators of green technology, this has increasingly important implications for the global low carbon technology transfer debate and policy process.
