ABSTRACT

The Chinese PV industry example is interesting from a number of perspectives. First, in the context of the international climate negotiations, the Chinese government likes to argue that the lack of access to (cheap) LCTs is the major reason why China and other developing countries are reluctant to undertake more climate change mitigation efforts and to accelerate LCT diffusion (Lewis, 2007). The Chinese PV industry example suggests that a more holistic understanding of LCT diffusion is important. Second, the Chinese example highlights the fact that support for PV diffusion was, not or at least not only, triggered by long-term climate change considerations but by immediate economic policy considerations.
