ABSTRACT

Intercept Four of the Sequential Intercept Model relates to reentry of individuals from state hospitals, jails, and prisons. This chapter describes the process of reentry in the United States as it specifically relates to offenders with mental health issues. It discusses the reentry with some emphasis on special challenges faced by persons with serious mental illness, including psychological and social needs and concerns. The chapter also discusses needs pertaining to employment, housing, co-occurring substance abuse and dependency disorders, and access to public assistance benefits upon release. It outlines the institutions responsible for the implementation of reentry initiatives, including law enforcement, parole, and community treatment providers. The chapter presents legal implications regarding the right to treatment. It also outlines specific reentry programs, most considered best practices in forensic mental health with respect to their effectiveness. Programs and planning have been put in place by the criminal justice and mental health systems in response to these barriers.
