Conclusions

Finally, although the existence of a network may generate a certain policy credibility, this does not mean that it is always desirable to follow network priorities and actions given the likely lack of accountability derived from the working together of many IGOs.121 Combining IGO priorities does not equate to efficient strategy and so, in the future, more emphasis on expert input rather than on political priorities might contribute to the accomplishment of objectives and increased credibility.
