ABSTRACT

Strategic Environmental Assessment (SEA) is applied within a variety of sectors, including land use planning, transport, energy, agriculture, forestry, fisheries, waste and water management, and tourism. There is no recent record of the distribution of the fields of SEA application worldwide. Generally, the sectors of SEA application within any country will depend on the types of policies, plans and programmes (PPPs) covered by its SEA provision. However, we suggest that spatial and land use planning is the largest and possibly the most successful sector of SEA application (building on Jones et al., 2005; Fundingsland Tetlow and Hanusch, 2012) due to the great number of spatial plans available worldwide and the requirement for SEA of certain land use plans under the EC SEA Directive, the UNECE SEA Protocol, and the national legislation of many countries.
