ABSTRACT

In this chapter the authors argue that it is far from simple to use value-added models (VAM) to control the quality of education, which a number of countries have opted for and others have their eyes on. Daniel Koretz book Measuring Up: What Educational Testing Really Tells Us discusses a number of misunderstandings about standardized tests. At the end of this chapter they will propose an alternative assessment system that people believe is more reliable and fair than assessment based solely on students test scores. Qualification is the primary focus of those education systems where measurement and accountability by VAMs and the like are used to control the quality of learning. Our alternative comprises two elements. One is a comprehensive curriculum that leaves plenty of freedom for schools and teachers to adapt to local needs and circumstances. The other is a teacher assessment system that is supported by research and has proven itself in other professions.
