ABSTRACT

The deaf community was excited about the demonstrations, and with assistance from the National Association of Broadcasters deliberated on how to move forward with a true captioning service. "Hearing impaired" encompasses a range of impairments that can be characterized as anything from a person's inability to hear clearly to complete deafness. The standard for creating, transmitting and decoding analog captions is Consumer Technology Association CTA Standard CTA-608. A relatively new caption service called "re-speak" or "voice writing" has emerged in which highly trained captioners listen to program audio and repeat each word into a proprietary system that converts the speech to the proper caption text and caption attributes. The interface to the caption encoder is typically a serial connection either directly into the unit or sent via a modem so the caption author need not be located at the broadcast studio.
