ABSTRACT

Broadcast engineers are often called on to do much more than simply engineering. In all phases of broadcast operations, from construction of new broadcast facilities to the routine selection and maintenance of equipment, legal issues and regulatory agencies play a significant role. This chapter begins by providing an overview on the Federal Communications Commission (FCC). It looks at some of the governmental authorities that may become involved in broadcast operations. The chapter also looks at the issues involved in any sort of construction, whether it be of a tower or of a building housing broadcast operations. The construction and most modifications of towers used by FCC licensees require an environmental review process. The chapter describes some operational considerations for broadcasters. It reviews the many privacy, security, and intellectual property issues that can impact broadcasters' digital operations, as well as the more traditional means of reaching audiences.
