ABSTRACT

This chapter examines the interplay of government and technology in fashioning resilient subjects. By directing attention to the significant amount of governmental effort used to elicit resilient subjects, it contributes this genealogy in undermining the assumption that resilience is a natural quality of human beings. The chapter also examines the centrality of information and communications technologies within the context of emergency operations organized by the integrated emergency management (IEM) framework adopted by UK civil contingencies. As information circulation has been identified as a fundamental enabler for inciting flexible and adaptive multi-agency responses, large investments in information and communications technologies have followed as a primary means for enhancing UK resilience. Taking preparedness exercises to be a primary technique through which resilience is fostered and promoted, the chapter explores the governmental rationalities performed within resilience operations. As a technique of governance, preparedness exercises aim to foster and promote resilient subjects.
