ABSTRACT

This chapter proceeds with a review of related literature on the use of information and communication technology-related (ICT-related) equipment and how relevant stakeholders influence basic education development, which culminates in the overall achievement of Millennium Development Goals (MDG2). The study also explores two specific aspects of progress in improving primary education in Ghana: first, the role of different community members and other stakeholders in educational development, and second, the role of technology, and particularly mobile phone use, amongst students. Finally, it examines the extent to which the use of mobile phones by children at the basic school level is perceived to affect the achievement of MDG2 in Ghana. While this study has highlighted some potential benefits and issues of mobile phone use, undertaking comparative research between schools that do and do not use mobile phones as learning tools and looking at the longer-term impact this might have on student outcomes would be useful for providing evidence-based advice to policy makers.
