ABSTRACT

This chapter explains the concept of Internet of Things (IoT) in general and public sector IoT in particular. It proposes a typology of IoT-enabled public service delivery from a public-value perspective. IoT represents one of a set of evolutionary advances in information and communication technologies (ICTs): mobile/wireless communication, big data, cloud computing, and instant collaboration with anyone, anywhere. The chapter describes four public values in public administration: efficiency, effectiveness, social equity and smart decision-making. It then discuss four IoT-enabled public service cases that match each public value: Intelligent Parking Guidance System, City of Wuhan; Taihu Lake Water Environment Monitoring System, City of Wuxi; Telemedicine Service Platform, County of Tonglu and Integrated Transport Information Management System, City of Shanghai The IoT studies were more commonly found in such research fields as telecommunication and electronic engineering, where IoT was primarily discussed as a concept driven by technological advances rather than by applications or user needs.
