But not only these, it was also facilitated by initial condition of labor market, which is
abundant in the stock of low-skilled workers in traditional sectors, and flexible labor mar-
ket regime. The latter was also found in other countries in the regions, and in fact it is
considered as one important factor in the success of the regions’ export-oriented industri-
alization (Manning 1998).
