ABSTRACT

Development requires disaster risk reduction (DRR) including climate change adaptation (CCA) not only to ensure the safety of citizens and communities, but also to maintain the development gains so far achieved, especially those by less wealthy countries. Community governance requires that CCA be an integral part of reducing disaster risk and that DRR be framed within the wider backdrop of development. Community participation contributes to achieving successful community governance. Empowerment is a by-product of community governance that depends on changes that have happened and whether there are improvements in the well-being and quality of life of the people in the community. In the specific context of DRR including CCA, community governance is usually encouraged through community-based DRR (CBDRR). CBDRR encourages self-developed, context-specific, culturally and socially appropriate as well as economically and political doable approaches for dealing with disasters.
