ABSTRACT

Civil society organisations working at the local level can offer valuable insights into the relationship between disaster risk reduction (DRR) and climate change adaptation (CCA). This chapter considers the development and roles of civil society organisations. It focuses on the case of an international network of civil society organisations to draw out insights on the interface between DRR and CCA from the local perspective, ultimately arguing for CCA as part of DRR. Within the diverse industry Global Network of Civil Society Organisations for Disaster Reduction (GNDR) links several forms of civil society and is active at the meeting point between DRR and CCA. GNDR is a transnational network that draws together a large number of such organisations ranging from International Non Governmental Organisation (INGO) scale down to grassroots organisations. Evaluation of NGO impact has become increasingly important as the scale of investment leads governments and other donors to assess 'value for money'.
