ABSTRACT

This introduction presents some of the key concepts discussed in the fifth part of this book. The part demonstrates the fluidity of applying disaster risk reduction (DRR) including climate change adaptation (CCA) in practice. It provides a discussion on basic needs including water, food, health, and housing and settlements. To a large degree, providing for basic needs is DRR including CCA. Proper development means completing DRR by the very definition of 'proper development'. For implementation, two simultaneous directions are necessary. First, tackle basic needs and use them as a springboard to connect to further DRR. The second direction is pushing the other way, promoting DRR including CCA as important for what it does – and then using this lobbying to impart the responsibility to provide basic needs. Connections with further implementation of DRR including CCA and with livelihoods can be made.
