ABSTRACT
At the time of writing (Spring 2012), the region is in the middle of a process that might
change these conditions. The view of separate sectors is challenged by a cluster initiative
proposing a maritime innovation platform spanning a number of sectors, including coastal
tourism and shipbuilding. This is well in line with the conclusions from this research. We
see a growing understanding among a wide range of actors that collaboration is necessary
and needs new arenas as well as coordination. From a policy point of view, there may be an
opportunity to take the lead by facilitating cross-sectoral meeting platforms.
