This chapter will provide a flyover of the reform debate. It will begin with a recap of sorts, an examination of the charter and the intentions of its drafters. This exercise will be ordered using several of the five key reform issues: the categories of membership; the size of an enlarged Security Council; the working methods of the council; the question of the veto; and regional representation. The second section of the chapter will map the narrative of reform: from Razali via Annan and the high level panel, and finally the intergovernmental negotiations. Thereafter, the chapter will explore the internal logic of the various reform proposals, as well as the intentions and perspectives of the key proposers and their respective blocs.
