China’s leaders are aware that climate change is a major global threat and that China, as the world’s biggest carbon emitter, has an international obligation to cut its pollution.

While the international community hailed the climate change deal signed by the US and China during the APEC summit in November as a milestone in bilateral commitment on environmental issues, the domestic response, particularly in the State media, has been muted. Despite China making its first-ever commitment to cap its greenhouse gas emissions by 2030 along with pledges to source 20 percent of its future energy from renewables, little Chinese fanfare accompanied the deal.
