One of the considerations for constructing a policy narrative around localism was the overarching nature of the state. However, the ability of communities to fill the vacuum is not straightforward. What was absent in the Big Society discourse was any real engagement with capitalism and its consequences for state social and welfare policy. This chapter addresses economic and moral questions presented by the introduction of a market to state provision, with reference to the work of Colin Crouch and Michael Sandel.
