ABSTRACT

The School as Learning Community (SLC) reform has had a significant influence in Asian countries since the 1990s. Manabu Sato points out that the fundamental principle of schools of the 21st century lies in 'the seeking of both quality and equality in education. By using the word 'equality,' Manabu Sato stresses the importance of giving every student an equal opportunity to learn and advance in school as well as of students of various levels learning together in an equal position. With the upcoming 12-Year Basic Education, great anxiety has arisen among teachers of both junior and senior high schools. Although the burning reform of SLC has been taken place everywhere in Taiwan since 2012, different contexts of implementation and characteristics between the northern and southern areas are observed. Namely, SLC in northern areas started by a top-down process, while that in southern areas proceeded bottom-up. The Tainan Education Union (TNEU) took the first actions to introduce SLC into southern Taiwan.
