ABSTRACT

This chapter focuses on the international cooperation aspect of China's energy efficiency. It discusses programmes for policy transfer and technical support for medium-sized enterprises (SMEs) that manufacture energy efficiency equipment. The chapter presents and analyses some case studies concerning energy efficiency and energy security in the context of EU-China cooperation under the SWITCH-Asia Programme. China's legislation and policies for energy efficiency have been in place ever since the opening-up period initiated by Deng Xiaoping in 1980 through a strategy of reducing energy intensity. According to Zhang, energy security for China will require combining energy policy with macroeconomic policy, such as fiscal and monetary policies, and with foreign policy and international cooperation. This is also true for industrial energy efficiency as a crucial pillar of energy security. China's Bureau of Statistics reported in early 2013 that the country's energy consumption in 2012 was 3.62 billion tonnes of coal equivalent.
