ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book provides a comprehensive overview of the most widely used conceptual and theoretical approaches to the study of the European neighbourhood policy (ENP). It discusses European neighbourhood policy-making and looks at institutional dynamics, actors and financial instruments. The book examines the interplay between bilateralism and region-building, and also discusses the civilian missions that the European Union (EU) has deployed in its neighbourhood as instruments of conflict resolution. It also provides an introduction to the EU's use of restrictive measures in the neighbourhood as well as an assessment of the policy of sanctions and of its connection to the ENP. The book focuses on the EU's promotion of values and norms in its neighbourhood. It explains the ENP's relationship with Islamist actors in the southern neighbourhood.
